PRELIMINARY INVESTIGATION BY THE STATE OF IDAHO AND THE CITY OF PRESTON INDICATED THAT A GAS STATION OWNED AND OPERATED BY V-1 OIL COMPANY WAS THE SOURCE, BUT V-1 REFUSED TO GRANT GOVERNMENT OFFICIALS ACCESS TO THE SITE. EPA NEEDS ACCESS TO INVESTIGATE THE THREAT.
