The American Samoa Power Authority agreed to an Administrative Order on Consent with EPA for violations of the Clean Water Act at the Tafuna Sewage Treatment Plant, including failure to properly operate and maintain its UV disinfection system, failure to demonstrate that sewage sludge did not contain free liquids prior to disposal in a landfill, and failure to conduct and report effluent and receiving water monitoring. The Order requires the American Samoa Power Authority to resume and improve permit requirement monitoring and reporting, create and maintain a spare part inventory for the UV disinfection system, and improve sludge drying capacity by installing additional sludge drying beds and a sludge press.
