This Consent Agreement and Final Order ( CA/FO ), simultaneously commences and concludes this proceeding, wherein EPA alleges that Respondent failed to: (1) comply with air emission standards for equipment leaks; (2) close hazardous waste containers; and (3) obtain a permit for storage of hazardous waste (storage over 90 days and failure to properly mark and label hazardous waste accumulation containers). Respondent shall pay a penalty of $22,376 and perform an emergency planning and preparedness supplemental environmental project ( SEP ) to enhance the emergency response capabilities of the Torrance Fire Department.
