Under the facility's TSCA PCB Approval, CWM is required to sample leachate for PCBs for every leachate tank at Landfill B-18, to ensure that no PCBs greater than or equal to 50 ppm is present in the leachate. Once the sampling is completed then CWM may discharge the leachate to its surface impoundments. EPA is seeking a penalty of $9,375 for this violation and is requiring that the facility implement a new sampling plan for the leachate collected on-site for up to one year.
