Case summary

ESCO Marine ( ESCO ) a ship scrapper in Brownsville, Texas and owner of the vessel sold the ship in 2007 to a company in California called the International Maritime Security Alliance( IMSA ). ISMA purchased the vessel in 2007 and eventually went bankrupt and abonded the vessel near Vallejo, CA. The sale of the vessel was prohibted because EPA confirmed the presence of regualted PCBs abaord the ship in 2004. ESCO returned to compliance when it purchased the vessel back for $1 and towed the artship to Brownsville, TX where it was scraped. THe facility will pay $10,000 for the illegal distribution in commerce of the vesssel under TSCA.
