Case summary

On April 9, 2009, U.S. Environmental Protection Agency (EPA) representatives conducted an unannounced site inspection of The Bumper Boyz facility in Los Angeles, CA. The purpose of the inspection was to determine The Bumper Boyz’s compliance with applicable federal environmental statutes and regulations, and in particular, the Resource Conservation and Recovery Act (RCRA), as amended, the regulations provided in the Code of Federal Regulations (CFR), Chapter 40, Parts 261-265, 268, and 279, and the California Code Regulations (CCR), Title 22, Division 4.5 and the California Health and Safety Code, Division 20. Bumper Boyz provides pre-plating preparation services on bumpers being restored and re-plated. The bumper preparation consists of sandblasting, stripping with sulfuric acid, grinding, and polishing. Once the bumper is prepared it is send to a plating shop for chrome plating. No plating is done by Bumper Boyz. The Respondent was charged with the following counts: COUNT I - Storage of Hazardous Waste Without a Permit COUNT II - Failure to Close Containers of Hazardous Waste COUNT III - Failure to Have a Complete Contingency Plan COUNT IV - Failure to Comply with Training Recordkeeping Requirements COUNT V - Failure to Have Emergency Equipment COUNT VI - Failure to Submit a Biennial Report
