Simplot Company facility located in Orland, California. Simplot failed to prepare and implement written procedures for safely transferring ammonia from a tanker truck to a storage tank, as required by CAA section 112(r)7 and 40 C.F.R. § 68.52(a). The Facility also failed to prepare and implement an on-going mechanical integrity program for the ammonia storage tank, as required by CAA section 112(r)7 and 40 C.F.R. § 68.56(a).
