This is an Administrative Penalty action pursuant to Section 311(j) of the Clean Water Act (CWA) brought against the Hawaii Department of Transportation (HDOT) for violations of CWA provisions covering Spill Prevention, Containment and Countermeasures (SPCC) requirements at four facilities. This matter was previously referred to the Department of Justice (DOJ) in a judicial forum (see 09-2003-0106), but is now being resolved as an administrative matter in the present Consent Agreement and Final Order (CA/FO). Under the terms of the present settlement, HDOT will pay a penalty of $157,500
