The Order directs Clean Harbors to submit a preliminary engineering plan verifying that all wastes are treated and sampled in compliance with federal regulations, cease dilution as a substitute for treatment, and submit monitoring results taken of the Facility's wastewater discharges for one year to verify that they have come into compliance with the pretreatment standards at 40 CFR 437.
