'This is an administrative order pursuant to the Clean Water Act issued to Electro Star Coatings. The violations involve unpermitted discharges of metal finishing wastewaters to the City of Red Bluff sewers because Red Bluff does not have an approved pretreatment program. The Order directs Electro Star to determine compliance sample points and begin compliance sample and in so doing causes Electro Star to consolidate and eliminate various uncontrolled wastestreams on-site.
