UNION OIL FAILED TO IMMEDIATELY NOTIFY THE NATIONAL RESPONSE CENTER AND FAILED TO PROVIDE FOLLOW-UP NOTICE TO THE STATE EMERGENCY RESPONSE COMMISSION. THE CATACARB RELEASE CAUSED MORE THAN 1,000 NEARBY RESIDENTS TO SEEK MEDICAL ATTENTION.
