TELEDYNE CONDUCTS METAL FINISHING OPERATIONS AND DISCHARGES INDUSTRIAL PROCESS WASTEWATER TO THE POINT LOMA METROPOLITAN WASTEWATER PLANT, AND THEN TO THE PACIFIC OCEAN. TELEDYNE DID NOT INSTALL PRETREATMENT UNTIL OCTOBER 1991. TELEDYNE HAS VIOLATED NUMEUIAL CONCENTRATION - BASED LIMITS GOVERNING ITS WASTEWATER QUALITY AND HAS VIOLATED THE PROHIBITIONS AGAINST DILUTION AS A SUBSTITUTE FOR TREATMENT.
