GUAM POWER AUTHORITY BEGAN CONSTRUCTION OF A COMBUSTION TURBINE (CT-1) AT ITS GENERATING FACILITY IN DEDEDO, GUAM, WITHOUT OBTAINING FROM EPA A PREVENTION OF SIGNIFICANT DETERIORATION (PSD) PERMIT. A PERMIT IS REQUIRED BECAUSE CT-1 IS MAJOR MODIFICATION TO A MAJOR SOURCE OF AIR POLLUTANTS. ALSO, GPA VIOLATED THE NEW SOURCE PERFORMANCE STANDARDS (NSPS) FOR GAS TURBINES BY FAILING TO NOTIFY EPA PRIOR TO CONDUCTIING PERFORMANCE TESTS ON CT-1, AND FAILING TO REPORT THE RESULTS OF THE PERFORMANCE TESTS WITHIN THE REGULATORY TIME LIMIT.
