AND MARCH 24, 1989, AN INSPECTOR FROM THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT (BAAQMD) WITNESSED THE DRY REMOVAL OF ASBESTOS-CONTAINING MATERIAL (ACM) AND DRY ACM ON THE GROUND AT THE REFINERY, INDICATING VIOLATIONS OF 40 CFR 61.147(C) AND (E). BAAQMD ISSUED NOTICES OF VIOLATION TO PETRO POWER AND OBTAINED MINOR PENALTIES FROM PETRO POWER.
