EPA v. EOG- CLARKS CREEK AND SELECT FBIR WELL SITES

Case summary

The violations were based on the results of EPA?s June 2023, November 2023 and February 2024 stationary source inspections of EOG?s compressor stations and well sites on the Fort Berthold Indian Reservation. Those violations included failure to comply with major source standards for engines and dehydration units at a compressor station, to meet performance testing deadlines for engines and control devices, failure to conduct performance tests, failure to follow operating and repair standards, failure to properly operate and maintain glycol dehydration units and well-site control devices, and failure to install continuous parametric monitoring systems on engines and control devices. Under the CAFO, EOG has agreed to conduct enhanced monitoring of control devices, perform improved leak detection and repair, test engines for emissions compliance, control dehydration unit emissions according to MACT HH major status requirements, pay a civil penalty of $333,087 and to reduce approximately 140 tons of NOx and CO emissions combined, over two years in North Dakota and Wyoming by means of a Diesel Emissions Reduction Act Supplemental Environmental Project (DERA SEP). The DERA SEP will cost EOG at minimum $2.0 million dollars by retrofitting drilling rigs with dual-fuel natural gas/diesel driven engines.
