Region 8 issued an ESA to Pueblo West Kwik Stop in Colorado, to settle a violation of the Clean Air Act. The violation was based on the results of EPA?s September 2024 inspections of Gasoline Dispensing Facilities in the Pueblo area. EPA issued a Notice of Violation and Opportunity to Confer (NOVOC) in October 2025. The NOVOC alleged Pueblo West Kwik Stop violated provisions of the National Emission Standard for Hazardous Air Pollutants (NESHAP) by failing to comply with the control requirements no later than three years after becoming subject.
