Case summary
On November 20, 2024, Region 8 entered into a Consent Agreement with Arrow Pipelines, LLC (Arrow) to resolve violations of applicable permit conditions and New Source Performance Standards at multiple compressor stations located in Fort Berthold Indian Reservation (FBIR), North Dakota. Arrow owns and operates natural gas compressor stations compromised of stationary sources such as engines, tanks, and flares located in the FBIR, subjecting them to Title V and Synthetic Minor Source Permit requirements, as well as New Source Performance Standards of Subpart OOOOa. During compliance evaluations conducted on June 15, 2023, visible smoke was observed from a flare and hydrocarbon emissions were observed from closed vent systems. Additionally, Arrow failed to operate, monitor and record keep the engine requirements in accordance with the permits. Arrow agreed to pay $450,000 in civil penalties.
