On June 2, 2022, EPA entered into an Expedited Settlement Agreement with Pale Horse Services, Inc. of Dickenson, North Dakota to address Oil Pollution Act violations, in response to an incident on January 1, 2022, when a truck and trailer operated by Pale Horse Services, were driven onto and broke through the ice on Skunk Bay, a bay of the Missouri River/ Lake Sakakawea, a drinking water source for the Fort Berthold Indian Reservation. The accident caused a sheen of oil on the lake surface. The drinking water sources were not impacted.
