Case summary

Facility failed 2 GIUEs and had an inadequate FRP and SPCC Plan. At some time between May 25, 2014 and June 2, 2014, high flows on the Cache la Poudre River flooded the Noble Energy M36 Facility, resulting in a broken valve on a storage tank, which discharged approximately 173 barrels of condensate and produced water into the Cache la Poudre River. The Noble Midstream- Wells Ranch Central Gathering Facility failed to develop and implement a facility response training program and drills/exercises program based on Facility Response Plan inspections conducted by USEPA Region 8 in 2016 and 2017.
