The Town violated the Clean Water Act and their NPDES permit at the Lodge Grass Lagoon when it: 1) Exceeded the permit-required 30-day average effluent limit for BOD5 in 19 reporting periods; 2) Exceeded the permit-required 7-day average for BOD5 in 2 reporting periods; 3) Exceeded the permit-required effluent limit range for pH in 1 reporting period; 4) Failed to report Discharge Monitoring Report (DMR) values for 30-day and/or 7-day average flow in numerous reporting periods; 5) Failed to comply with NPDES permit requirement to conduct and document weekly inspections of the Lagoon; 6) Failed to report DMR values for visual observation of oil and grease in 3 reporting periods; and, 7) Failed to report DMR values for 30-day average and 7-day average fecal coliform in 3 reporting periods.
