Case summary

This Administrative Order for Compliance on Consent (Consent Order) with the City of Louisville, Colorado (City) is for failing to implement its approved pretreatment program in multiple areas. The Consent Order requires the City to address the violations cited above by submitting a corrected annual pretreatment report including the pass-through caused by the City’s DWTPs, reviewing SIU files and taking enforcement were necessary and providing documentation of this to the EPA, publishing industrial users in SNC and providing proof to the EPA, updating SIU permits and the City’s enforcement response plan to include all required elements and for consistency with the City’s ordinance, updating the City’s sampling procedure, submitting quarterly reports to the EPA for one year on implementation of the pretreatment program, and updating the City’s manganese local limit
