THE FACILITY IS OWNED AND OPERATED BY DESERET AND IS LOCATED APPROXIMATELY 28 MILES SOUTHEAST OF VERNAL, UTAH, ON THE UINTAH AND OURAY INDIAN RESERVATION. THE FACILITY IS A SINGLE CAOL-FIRED ELECTRIC GENERATING UNIT THAT PRODUCES UP TO APPROXIMATELY 500 MW OF ELECTRICITY FOR ITS MEMBERS AND FOR SALE TO THE ELECTRIC GRID. THE UNIT USES FUEL OIL FOR STARTUP BEFORE SWITICHING TO COAL. THE VIOLATAIONS ARE BASED UPON DESERET'S AST PRACTICES OF BYPASSING THE POLLUTION CONTROL EQUIPMENT (FABRIC FILTER AND WET SCRUBBER) DURING PERIODS OF STARTUP AND SHUTDOWN RESULTING IN NUMEROUS EXCESS EMISSIONS WELL ABOVE THE NSPS OPACITY LIMIT. As a supplemental Environmental Project, Deseret to finance a $260,000 vehicle replacement program to convert at least five fleet vehicles in the area to use natural gas as fuel. .
