Case summary

This Emergency Administrative Order is issued to Jesse Dale Ruby and JM Land & Developing Company, owners of the Ridgeway Community Well. EPA has determined that conditions exist at the System that may pose an imminent and substantial endangement to human health. This determination was made because all day on 8/21/08 and for 5-6 hours on 8/24/08, the System ran out of water in the storage tank, leading to a loss of pressure in the System's distribution system, including the pipes. Loss of pressure may cause a net movement of outside water into the System's pipes through the types of cracks, breaks and joints that are common in all water system's pipes.
