This Emergency Administrative Order is issued to the Bridger Valley Joint Powers Board for an inability to produce water below the 0.3 Nephelometric Turbidity (NTU) finished water turbidity limit. During the night of 5/19/2008, the System ran out of water in the storage tanks. This led to a loss of pressure in the distribution system, which may cause a net movement of water from outside the pipe to the inside through cracks, breaks, or joints in the distribution system. These conditions may pose an imminent and substantial endangerment to persons served by the system.
