This administrative order on consent for removal action is issued to Schrader Oil Co. for the removal of coal tar contaminated soil as well as other types of contamination and for future response costs. Globules of a substance that contains constituents commonly found in coal tar and mimicking those found at the gas plant have been observed in the Poudre River. In an effort to address concerns about the globules and help identify the source of the globules, Respondent, without admitting liability, has volunteered to undertake the limited response action and investigation.
