Case summary
Investigation on the gas plant property revealed the presence of coal tar contaminated soil, as well as other types of contamination that may have arisen from sources other than the gas plant. Globules of a substance that contains constituents commonly found in coal tar and mimicking those found at the gas plant have been observed in the Poudre River. In an effort to address concerns about the globules and help identify the source of the globules, Public Service Company (Xcel Energy), has volunteered to undertake the limited response action and investigation described in this Order.
