(The Utah Department of Environmental Quality has primary enforcement authority for the SDWA in the State of Utah. On 8/23/2002, EPA issued an NOV to the State requesting that it enforce the violations at the System within 30 days. The State chose not to commence appropriate enforcement action for the violations.)'
