'This administrative order for compliance is issued to Scott Taylor for the unlawful discharge of sewage sludge onto the ground approximately 2 miles north of Highway 2 near Dryfork Road. This disposal site is located within the boundaries of the Ft. Peck Indian Reservation. The sewage sludge flowed in a discrete line down a hill, through a natural drainage and into the running water of an unnamed tributary to the Missouri River. These unlawful discharges occurred on a regular basis from 1/1997 through the present.
