'This administrative order for compliance is issued to Williams Field Services to require them to provide to EPA an approvable PSD permit application that covers both the PLA-9 changes that occurred in 1994 and 1995 and Williams'' proposed request to increase the horsepower of the existing engines at the site, a BACT determination, and an update to its nitrogen dioxide increment consumption analysis by 8/1/02; or, by 8/1/02, amend its Part 71 permit application by including appropriate federally enforceable conditions which limit the PLA-9''s potential to emit to below 250 tons per year (below major source status).'
