'This NOV is issued to the Minnkota Power Cooperative for violations of the Clean Air Act at its Milton R. Young lignite-fired power plant. Commencing at various times since 1994 and continuing today, Minnkota has modified and operated M.R. Young station without obtaining a New Source Review Prevention of Significant Deterioration permit authorizing the construction and operation of physical modifications of its boiler unit as required by the CAA. In addition, Minnkota has operated these modifications without installing pollution control equipment required by the CAA, resulting in the release of massive amounts of pollutants into the environment.'
