THIS ADMINISTRATIVE ORDER IS ISSUED TO HIGH PLAINS RESOURCES FOR FAILURE TO ENSURE THAT THE PARKMAN RESERVOIR WASMANAGED IN A MANNER THAT IS PROTECTIVE OF HUMAN HEALTH AND THE ENVIRONMENT. EPA HAS DETERMINED THAT AN IMMINENT AND SUBSTANTIAL ENDANGERMENT EXISTS AT THE FACILITY BECAUSE BIRDS AND OTHER WILDLIFE HAVE BEEN KILLED THROUGH CONTACT WITH OILY WASTES MANAGED AT THE FACILITY, AND CONDITIONS AT THE FACILITY CONTINUE TO POSE AN IMMINENT THREAT.
