ON OR ABOUT 2/10/1995, RESPONDENT REMOVED FROM SERVICE FOR DISPOSAL, ONE DRUM CONTAINING A PCB TRANSFORMER. THE PCB DRUM WASSHIPPED MORE THAN ONE YEAR AFTER IT WAS REMOVED FROM FROM SERVICE FOR DISPOSAL. THIS CONSTITUTES A VIOLATION OF SECTION 15 OF TSCA. A PENALTY OF $1,000 IS PROPOSED.
