'This referral supplements a referral sent to DOJ 9/28/1995. The original referral requested civil action for injunctive relief and civil penalty for violations of Section 301(a) of the CWA. The violations included discharge of pollutants from point sources into waters of the US without proper authorization under a NPDES permit and violations of Pretreatment Standards for Existing Sources for nonferrous metals manufacturing. This supplement includes violations of the categorical standards for nonferrous metals manufacturing, interference with the City of East Helena Publicly Owned Treatment Works and failure to report all data for pollutants discharged to the POTW.'
