On or about August 2, 2024, and December 3?4, 2024, an authorized EPA representative conducted compliance inspections of NEW Cooperative?s facilities at 2521 7 Mile Road, Charles City, IA 50616, and 203 West Oak Street, Red Oak, IA 51566, to assess compliance with the Chemical Accident Prevention Provisions (Clean Air Act ?112(r) and 40 C.F.R. Part 68). Taken together, the facilities failed to update emergency contact information within 30 days of any change and include an operator number in the Risk Management Plan (RMP); document that equipment in the covered process was designed in accordance with recognized and generally accepted good engineering practices (RAGAGEP); perform inspections and tests on process equipment; promptly determine and document appropriate responses to each compliance audit finding and document that deficiencies were corrected; provide emergency action plans to local emergency planning and response organizations; and document coordination with local authorities.
