Scout Energy Group V, LP?s Jayhawk Gas Plant is a natural gas processing facility subject to the requirements of 40 CFR Part 68, Risk Management Program. An inspection on July 11 ? 12, 2023 revealed violations of the requirements of 40 CFR Part 68, including failure to update documentation of how worst- and alternate-case scenarios were determined, failed to identify the population and environmental impacts of the worst- and alternative-case release, failed to revalidate the facility?s process hazard analysis every five years, failed to implement procedures to maintain ongoing mechanical integrity and failed to coordinate annually with local emergency and response organizations. For the SEP, Scout Energy will purchase emergency response equipment for the local emergency response authorities. The SEP provides equipment that will enhance the emergency response at this facility and be available for other incidents.
