Case summary

The City of Joplin operates the Turkey Creek Wastewater Treatment Plant, which has repeatedly land-applied biosolids with zinc and/or cadmium concentrations that exceeded regulatory limits. On one occasion, crops were harvested within thirty days of biosolids application, also a violation of the biosolids regulations. The EPA and the City of Joplin have entered into an agreement to implement a new operating procedure for the land application of biosolids that will prevent future violations of applicable ceiling concentrations.
