Case summary
RESPONDENT VIOLATED RCRA REQUIREMENTS. On February 23, 2024, the EPA signed and finalized an amendment to an administrative order on consent with HF Sinclair El Dorado Refining LLC and Equilon Enterprises LLC D/B/A Shell Oil Products US relating to a oil refinery located in El Dorado, Kansas. The amendment makes changes to an existing order that the parties executed in 2011. Both the order and the amendment relate to the corrective action requirements of the Resource Conservation and Recovery Act (RCRA). The Respondents have completed investigations to identify the extent of releases of hazardous wastes and constituents at the facility resulting from operations. With those investigations now concluded, the parties executed the order amendment to memorialize Respondents' obligation to implement the remaining corrective actions.
