THIS DISCHARGE RESULTED IN AN UPSET TO THE CITY'S TREATMENT FACILITY AND RESULTED IN VIOLATIONS OF THE CITY'S NPDES PERMIT FOR CARBONACEOUS BIOCHEMICAL OXYGEN DEMAND IN MAY 2006.
