Case summary
On December 9, 2025, EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to Section 309 of the Clean Water Act to Northwest Harris County MUD #9 WWTF. The AO was issued in response to effluent violations of permit limits. The AO requires the facility to 1.) submit a list of specific actions taken to correct the violations and 2.) submit written certification to EPA that the violations have been corrected, and the facility is compliant with its permit. Per the Memorandum of Agreement between TCEQ and EPA, TCEQ informed EPA that is would not be able to complete the enforcement action by the established time frame. TCEQ and EPA have consulted regarding EPA issuing this enforcement action.
