The violations alleged were identified by New Mexico Environment Department (NMED) and EPA inspectors during the July 31, 2025, compliance evaluation inspection of the facility. The violations alleged include, but are not limited to, the following: 1.The solids settling basin near the retention control structure (RCS) 1 had no liner or certification ofhydraulic conductivity. 2.RCS 1 had abundant vegetative growth and solids built-up.
