Case summary

On February 24, 2025, EPA issued an administrative Consent Agreement and Final Order (CAFO) to International Paper (IP) for Clean Air Act violations at their pulp and paper mill in Bogalusa, Louisiana (the Facility). EPA issued Notices of Violation and Opportunity to Confer (NOVOCs) to IP on September 30, 2021, and June 21, 2023, for alleged violations of Louisiana's federally approved State Implementation Plan (SIP), as incorporated into the Facility's Title V Permit; the New Source Performance Standards (NSPS) at 40 CFR Part 60; and the National Emission Standards for Hazardous Air Pollutants (NESHAP) at 40 CFR Part 63 at the Facility. Under the CAFO, IP has agreed to pay a civil penalty of $500,000 and to develop protocols and documents related to regulatorily-required inspections and boiler compliance at the Facility; maintain records for at least one year; ensure bypass lines in closed-vent systems are maintained per regulatory requirements; perform a vacuum leak survey on the black liquor evaporators; and evaluate compliance with boiler regulatory requirements.
