EPA v. Vopak Industrial Infrastructure Americas-St. Charles Terminal-Hahnville, LA-PAT CAFO FY2024

Case summary

As a part of the Pollution Accountability Team project, EPA used the Geospatial Measurement of Air Pollution (GMAP) vehicle to drive past facilities in Louisiana. On April 20, 2022, the GMAP vehicle drove past and recorded emissions from the Facility. On April 21, 2022, Region 5 inspectors Karina Kuc and Victoria Nelson conducted an onsite inspection of the Facility using an Optical Gas Imaging (OGI) camera. Using the OGI camera, VOC emissions were observed venting from the external floating roof at one of the tank legs on Tank 1301 (EQT 037). Tank 1331 (EQT 016) was observed to have an open stilling well connected to the top of the eternal floating roof through a slotted emissions sleeve. In a follow-up email from the Facility, received May 12, 2022, Vopak representatives stated, T-1301 Floating Roof Leg-Emissions found leaking from one of the roof leg locations. WO 748214 established. On 05/04/22 the bleeder vent was pulled and the gasket replaced. No emissions seen via operations and T-1331 Still Well-Equipment suspected to be found open to the atmosphere. WO 7428213 established. On 05/04/22 a level gauge was installed. On August 30, 2023, EPA issued a Notice of Violation and Opportunity to Confer Letter (NOVOC). EPA met with the company on November 6, 2023, to discuss the NOVOC.
