Case summary
Osage Pipe Line Company, LLC referred to Department of Justice on March 24, 2023. Regarding a spill that took place on or about July 8, 2022, approximately 7,110 barrels of dilbit crude oil was discharged from a 20-inch transmission pipeline near Skull Creek in Cushion, Payne County, Oklahoma. Oil flowed across the ground surface and entered an erosion channel that flows to Skull Creek, a tributary of Cimarron River. The discharge occurred due to a rupture in the crude oil transportation pipeline owned by Osage Pipeline Company and operated by Holly Energy Partners. The discharge impacted an unnamed erosion channel and Skull Creek which is a perennial stream. The discharge caused fish kills in Skull Creek and impacted other wildlife. The EPA, PHMSA and OCC has provided and will continue to provide oversight of the spill response.
