Case summary
On February 2, 2026, EPA issued a Class I CAFO to Stellar Drilling Fluids, LLC for violations of 40 CFR part 112, the Spill Prevention Control and Countermeasure (SPCC) regulations. These violations were documented during the inspection of the Stellar Drilling Mud Plant in Caddo County, Oklahoma, on September 14, 2022. The violations include failure implement adequate drainage and secondary containment for undiked areas of the facility; failure to remove large vegetation on the containment dike (i.e. structural integrity of the dike); and failure to promptly correct visible discharges at the facility.
