Case summary

On December 19, 2023, the United States Environmental Protection EPA issued a Consent Agreement and Final Order to Bayou Bouillon Operating, LLC located in Butte La Rose, Louisiana. A flyover of the Facility was conducted on August 27 and September 2 of 2021. During the flyover, EPA observed hydrocarbon emissions from Flare 12 and Tanks 2, 19, and 29, releasing directly to the atmosphere. On December 2, 2022, EPA sent Respondent an NOVOC. Respondent violated their permit by failing to operate Flare 12 continuously in accordance with the terms and conditions of the Permit, by emitting organic compounds directly to the atmosphere, and failing to maintain best practical housekeeping and maintenance practices at the highest possible standards.
