On August 08, 2023 EPA Region 6 issued a Consent Agreement and Final Order ( CAFO ) under its authority pursuant to the Resource Conservation and Recovery Act ( RCRA ) to Printpack, Inc. ( Printpack ) located in Grand Prairie, TX. The CAFO was issued in response to violations of: i. Failure to meet the standards of a Large Quantity Generator; and ii. Failure to comply with air emissions standards for equipment leaks. The CAFO requires Printpack to A. certify that it has accurately and adequately complied with RCRA and that it is properly monitoring and maintaining hazardous waste tanks and containers at the Printpack facility in pursuant to 40 C.F.R. ? 262.17(a)(5)(ii)(A) and 262.15(a)(4). B. certify that it is properly monitoring the piping and equipment for potential hazardous waste emissions from hazardous waste tanks pursuant to 40 C.F.R. ? 265 Subpart BB. C. Pay a civil penalty of $20,864 within 30 calendar days of filing. Printpack must respond to EPA Region 6 within 30 days of filing.
