On February 26, 2020, an authorized representative of the EPA conducted a compliance inspection of the Respondents facility located in Sherman, Texas, to dete1mine compliance with the Risk Management Program (RMP) regulations promulgated at 40 CFR Part 68. Respondent could not produce the annual certification of operating procedures at the time of the inspection and never received them from the previous owner. Recommendations from the SemGas October 2018 RMP audit were not completed by the March 2019, target dates, which was four months before the sale of the Sherman Gas Plant to Respondent.
