Case summary

On August 25. 2021, EPA Region 6 issued an Administrative Compliance Order on Consent (AOC) under the authority of Section 113(a)(1)(A) of the Clean Air Act, 42 U.S.C. ? 7413(a)(1)(A) to Valero Refining Co. - New Orleans, LLC for its St. Charles refinery located in Norco, LA. The AOC was issued in response to a violation of LAC 33:III.919.B.1 of the Louisiana SIP for failing to report actual emissions in the annual emissions inventory for VOC and Toluene for reporting year 2018 as to emission source Coker No.1 Steam Vent at the facility. The AOC requires Valero to report actual emissions in its annual emissions inventory for 2018, review its procedures for submitting annual emissions inventories to LDEQ and update as necessary to ensure future accurate emissions reporting, and submit to EPA a copy of the signed Certification Statement submitted to LDEQ for reporting year 2018 within 60 days and for reporting year 2021 within one year of this order.
