During September 10, 2019, through October 3, 2019, EPA contracted helicopter flyovers of the Permian Basin Respondent violated sections of the NMED general permit for oil and gas facilities: failing to comply with the GCP Facilities' permit conditions; failing to route tank emissions to the process stream or to the control device, and not vent to atmosphere; and, failing to operate the GCP Facilities as specified in the Facilities Registrations.
