Case summary
On August 7, 2020, EPA Region 6 issued an Administrative Compliance Order on Consent (AOC) under the authority of Section 113(a)(1)(A) of the Clean Air Act, 42 U.S.C. ? 7413(a)(1)(A) to Columbia Gulf Transmission Company (Columbia Gulf) for its Rayne Compressor Station located in Rayne, LA. The AOC was issued in response to a violation of LAC 33:III.919.B.1 of the Louisiana SIP for failing to report actual emissions in the annual emissions inventory for VOC for reporting year 2017 as to emissions source FUG001 at the facility. The AOC requires Columbia Gulf to report actual emissions in its annual emissions inventory for 2017, review its procedures for submitting annual emissions inventories to LDEQ and update as necessary to ensure future accurate emissions reporting, and submit to EPA a copy of the signed Certification Statement submitted to LDEQ for reporting year 2017 within 60 days and for reporting year 2019 within one year of this order.
